Let's try to list some answers to this question.
1. Take the risk on PTC
As I said, some PTC sites are less strict like for example Neobux. You can have two accounts in your household, like you and your brother for example, provided that one one account should be logged in with 24hours. If you accidentally log in not knowing your brother logged in in the past 24hours, you're dead. Your account will be banned together with your brother's account. Since you do not have your own computer or IP, you may try on computer shops, school, office or someone else PC thru wifi. The most risky places are computer shops and wifi spots as more people come and go. In my experience, I tried to create accounts in office. It is the least risky of all since office people are so busy with work and they have no time for such thing. More likely, office people do have their own PC.
The trick is to choose which has the lowest risk among your choices. You may have your own way. Use it if you think its better. One last thing, read the terms of service. There might be some restriction which you may overlook in some PTC sites.

2. Special Team within a PTC
There is this one famous PTC who authorizes a group to perform a team strategy and earn as a group. If you are in PTC, you have heard of Clixsense but I think never heard of Clixsense Team PH. This team is organized specifically for Filipinos by the most successful filipinos in online marketing but anyone around the world can join the team. The good thing about the team is that there is a special agreement duly authorized by Clixsense management that members of such team can use any IP safely as they allow two or more accounts in one IP. Thanks to the team's admin for making this possible. There is just one thing you need to take note. To be a member of the team, you are forced to pay 17 dollars. This is for your account's upgrade to premium account plus a little membership fee. But don't be so disappointed, the system really works as the team really works as a team. You may even earn your money back in less than a month. Your main goal is just invite 3 people to the team and just watch your account grow. Take note that you can still invite people using your referral link as a normal PTC.
3. Avoid PTCs and Try other Source
PTC is the simplest and easiest, in my opinion, but there are still lots of websites offering you other ways to earn online.
a. People String - People String is a social network that pays you for something you are already doing. This site doesn't require you to have your own PC. You can earn here by:
1. Reading emails on the mailbox already provided by peoplestring (username@peoplestring.com)
2. Taking surveys
3. Referring people ($0.50 per referral)
4. Logging in regularly (increases your people points which is used to determine your share in earnings of the site)
To get started, take your first survey and you'll get you'll earn $1.50 upon confirmation of your physical address. They will mail you your code. Payment of your earnings will be through paypal or direct mail depending on your choice. (Check my article on how to withdraw your earning. Click here.)
Just take time to be familiarized with the site. It wont harm or cost you anything. Just do things as you usually do.
b. My lot - My lot is a community to discuss lots of things around the world. Its a forum community that pays you to respond in topics you became interested in. I've never seen such a forum that pays before. Besides responding, you are also paid when you refer someone on the site. Cool isn't it. That's not all, there are paid task which you can accomplish by accepting the task. You will be paid certain agreed amount for every verified task accomplished. That's my favorite part, accomplishing tasks. It's really nice to be part of this site. You earn while you enjoy your stay. Try to be familiar with the site and you'll see.
c. Student Questions - This requires you to be intellectual. Most teachers may love this kind of earning online. All you need to do is answer students questions pertaining to different subjects in school. Register and choose your expertise, then look for questions to answer. Answering questions for free increases your rating. High rating is a factor to be earning here. Explore the site, if your intelligent enough, you'll be able to learn how it works.
3. Use your Skills and Abilities
If you want something for which you can apply your skills, this maybe the one you are looking for. You will be able to use your writing skill, marketing skill and any other skills and abilities you have using the ways below.
a. Blogging - blogging required you to have your own page as blogging is showing people information about different thing. Nowadays, it is simpler to create a blog. There are design templates already available for bloggers. You can even setup one in less than 30 minutes. Some famous sites to start blogging are Blogger, Tumblr, and Wordpress. They are free and easy to use. To earn from blogging' you need to put ads into it. Google adsense is the most common ad provider. It is easiest to install in Blogger. Some other ad provider are adhitz and bidvertiser. You can checkout their sites for information on how to install it to your blog.
b. Becoming an Affiliate - Becoming an affiliate does not require you a computer but some may require you to have a website. Let's say you want to sell a product from amazon. Amazon will require you to check your website. If they approve your site, then you're in. If you happen to prefer to have a website, you can read Chris Farrell's FREE ebook "Create Your First Website By 3:45 This Afternoon". There are also affiliate earning site that does not require you to have a website. You may check clickbank.com for this. As an affiliate marketer myself, I would suggest taking the guide of a great marketer which has been voted by IMreportcard.com as number 1 internet marketer, Chris Farrell. Chris Farrell has developed a membership site called Chris Farrel Membership. Though being a member will cost you a bit of money, it is absolutely worth it and you will have lots of benefits including access to hundreds of his training videos and worth thousand of dollars stuffs. If you have money to invest I recommend Chris Farrell Membership as the skills you learn from him is worth thousands of dollars itself. But if you prefer something FREE, which works as well in the same manner, you may try Viral Review Bot. The benefit of this aside from being free is its simplicity, definitely for those a little uncomfortable of learning new skills (which Chris Farrell teaches). There is a premium upgrade option in Viral Review Bot which you may avail but I can tell straight to you that even FREE membership will simply earn you so much. Upgraded account of course will give you better earnings but you can do upgrading once you earned enough. That's the cool thing. Nothing to spend from your pocket. c. Showcase your Specialty - if you are a programmer, try to sell your programmer skills through sites like odesk.com, guru.com and freelancer.com. In these sites, you may be able to get customers and clients that may need your skills. In this type of online earning, you may need your computer depending on your skill but you definitely don't need to have your own IP. It is the most professional of all types of online earning as you will also earn trust and built realiability in your profession.
